Supplying reasons retrospectively
Even if a court were confident that reasons supplied retrospectively by a local authority genuinely represented the original reasons given at the time of the decision in question, the court would not automatically agree to receive the material submitted at the later date. In this case the court did agree to receive the affidavit in question.
