Can carers make complaints in their own right, to the local authority?

As the originally intended social care appeals process is now a vanishing prospect, the existing complaints procedure remains in force.

The coverage of the complaints procedure turns upon whether the complainant is a person for whom the authority may provide services. The Care Act requirements to assess carers (s.10), the national eligibility criteria for carers and, crucially, the s.20 duty to meet carers’ needs ensure that carers now come within that definition.
