No it would not be commonplace. They are allowed to be taken into account and no council will be likely to feel that it can afford not to, at the current time. Whether any PART of such benefits is disregarded on account of reasons related to the Norfolk case on discrimination against the most severely disabled is of course another matter, and a higher than normal MIG or a more nuanced approach to DRE standard amounts might end up having this effect in practice.
