Relevance of resources – statutory functions

In the carrying out of their functions, local authorities were bound to have regard to the financial implications of any action or inaction on their part, save in those cases, where there was an absolute duty to do something and to raise the appropriate funds to enable that duty to be fulfilled. In those cases the financial situation of the authority would not be relevant.
