Charging
Section 17 Health and Social Services and Social Security Adjudications Act 1983 entitles local authorities to charge for services provided under s2 Chronically Sick and Disabled Persons Act 1970 because such services are provided by way of arrangements made under, and in the exercise of functions under, s29 National Assistance Act 1948. There was nothing in the 1970 Act which expressly removed the right to charge.
